I dreamt of this sort of thing as a kid! Have you tried to have a go on it yet?
I had a Roland Rat mobile as a kid. And it didn't have no electric motor WHY IN MY DAY WE HAD TO PEDDLE OUR OWN CARS! KIDS TODAY DON'T KNOW THEY'RE BORN!
i remember being in harrods in lodon as a kid with the family. looking around and they had these awesome panther stuffed toys that were bigger than me! but then I saw them....
there were two kids, electric powered cars, a lambo and a porsche I believe... think they were a few K each xD this was going back like 20 years too :O
but yeah, I had a little gokart that you had to pedal. but had a brake leaver that put a bar on the bar wheels.... basically a hand brake and so I began loving cars. my mate and I would put some water and washing up liquid on the ground and then take turns to push one another as fast as we could towards this corner and then be ripping that E-brake yo 
on the concrete/slabs/paving stones around mine or his house... not the road or anything silly xD mannn.... that thing was beast.... we even rolled it a few times
