Yes, yes I was! I'm all signed up, and now I've got to remember how to actually play this game. Doesn't appear to have changed much since I was last on.
28% is the highest and optimum tax rate to set for your nation.
The high tax rate will anger your citizens which will affect their happiness and therefore your tax income, but this is offset by the amount you will receive through higher taxation.

To join the alliance change your in game alliance affiliation to OcUK in edit my nation.

Your resources are good, best bet is to try and organise a trade circle with some of the new members. Best done on the alliance forums. There are some lists of trade sets that give the best bonuses posted.
If you can't find the info you need ask on the alliance forums, you may not get an instant response, but one of the experienced members will turn up and help.

Everybody has aid bar the last 4 at the moment and we are working on that.

Hi Gilly, You'll receive more aid when the aid slots of the people dishing out the aid expire (every 10 days).
You've probably already worked out that you can buy an improvement every 1000 citizens. At this stage you should be focusing on buying factories as that will lower the cost for you to buy infrastructure. At this early stage of the game, infrastructure is the one thing you should be looking to expand the most. It's the thing that drives your population and therefore your tax income.
