Maybe Humbug can confirm, but i think to get voltage control working on those cards you need to use the actual powercolor overclocking tool.

280X crossfire is near as dammit the same as a 7990 so the comparison in the link should be roughly 280X CF vs 290X.
i wouldnt know how to take a bios off a card or how to put it back on thats the only problem i have and its certainly not something ive ever attempted to try before
