I don't think the speed of the ball matters when it was going to be on target, his arm was at a 90 degree angle, it was a clear penalty.

Rubbish, it's one touch he got wrong and otherwise he's been good and gone towards goal, seconds later he made space and chested the ball brilliantly and it was Schurrle who turned into a dead end rather than play in to space. So far Schurrle has done the wrong thing 90% of the time, even with the poor touch from Ba he passed to the keeper rather than anywhere else, stupid pass.

The rule is deliberate handball. If your hands are already up and somebody spanks a ball at them, a penalty shouldn't be given.

What if he was stood on the goal line with both of his arms outstretched but didn't move them towards the ball? Same scenario really.

Tell you what. It's half time in a minute. Go for a run. See how easy it is to do without putting your hands up. Then jump, while running, and try to rotate 180 degrees without moving your arms. How did you manage?
