A critical IT system had a problem which resulted in the loss of tens of thousands of man hours and should have been avoidable or at least mitigated in the first place by ensuring there was adequate HA/failover provision...

Which they never have been when I've been going through immigration.

What I'd rather is that the UKBF had an appropriate capacity for the workload put on it, and that it didn't suffer from "IT glitches" that result in unacceptable wait times.
 
I simply cannot see how there can be a delay.

The passport has a picture on it, look at the person if they match the passport then they go through?

I've been to numerous EU countries where they just have a quick glance at your passport.

Because they're checked against a notification/watch list, and the electronic ones are checked against a notification database, and the UK is stricter about it.
 
I absolutely loath coming back in the UK at the best of times, never mind peak times during the summer or if there are issues, hell anything to do with our airports is just generally a god awful experience.

I was delayed in Heathrow around Christmas for 16 hours to a glitch with some system.
