It's a possibility that NVIDIA may have a TSMC 20nm range of cards in 2015, but 2014 - no way.
There's absolutely no chance of any TSMC 20nm AMD GPUs:
1) They've excplicitly stated that for the rest of 2014 it'll be 28nm only.
2) All their forthcoming GPUs will be on GlobalFoundries 28nm (then smaller nodes). Current AMD cards will be the last ones on TSMC for quite a while.
Shocked AMD didn't move to GF ages ago really.
They also said that the 7970 would last out the year, then released the 290's in October/November anyway
They intended to, or at least have a mix of both TSMC / GF long ago ... however, node shrink delays, poor yields, poor capacity and high cost delayed it.
However, GF can now offer better yields, effectively unlimited capacity for AMD, highly competitive costs, GF's full attention for optimising the process for their GPUs (unlike TSMC having NVIDIA and numerous other big ticket customers), and apparently massively less leaky 28nm (therefore more power efficient).
Tonga's supposed to a lot more efficient, but with only minor tweaks to its design. If this transpires, it means GF's process is a lot better than TSMC's. This represents a major problem for NVIDIA, since they're not likely to climb into bed with the 'enemy' (GF).
AMD can't do 20nm this year. GF's isn't ready (nor is TSMC at any kind of reasonable price or volume), and they aren't using TSMC after their current crop of cards. So it's not a question of honesty.
