What are they called?

The new amd Gpu is supposed to be inbetween the 270x and your own 280x. There is another Rumour floating around about a Gpu that is faster than the 290x but atm a rumour is all it is.

If you can make it an I7. The I7 just lasts longer due to the extra threads and is well worth the extra you pay. Mine is first Gen and at 4.0Ghz is still fine for running any Single card setup.

I don't have the money to spend on an i7, but I will be overclocking it to around 4.5 GHz

It will still be top notch so don't worry. I7 just saves you money in the long run from my experience as you don't need to upgrade for a long time after the I5 is no longer up to the job.

AMD said new Gpu by the end of the summer, so im guessing Nvidia will be too, maybe august or even september, but my guess these won t be high end gpu more likely low-mid end

The rumours i have seen about AMD were 28nm. The new tonga Gpu that may fall in between 270x and 280. I think the tonga gpu was also aimed at laptop as well. There was also the rumour off a 290 with over 3000 shaders. All rumour off course and not seen much lately.

Erm i think you'll be looking at about £160 or so. I'm not completely up to date on what their resale value is.
