What Is This On A Pedestrian Crossing?

I saw this on each light at a pedestrian crossing today.
Is it a camera?
Facing the lane going away from the crossing.
Never seen them before.

The IR camera below is to alter the timing dependant on if people are waiting or have finished crossing.

The video camera might be using video analysis to do something clever like count the number of people using it.

Usually where I live the first car coming down as you step on to the crossing just carries on driving even though it's something like 3 points and a fine for not stopping

Zebra crossings. As you approach a zebra crossing

look out for pedestrians waiting to cross and be ready to slow down or stop to let them cross
you MUST give way when a pedestrian has moved onto a crossing
allow more time for stopping on wet or icy roads
do not wave or use your horn to invite pedestrians across; this could be dangerous if another vehicle is approaching
be aware of pedestrians approaching from the side of the crossing.
Most pedestrian crossing offences are dealt with by Fixed Penalty Notices, resulting in punishments of 3 penalty points and a £60 fine. If the case is dealt with at Court, a conviction will still result in 3 points but the fine can be as high as £1,000.

I'm assuming it's that if you don't stop for a ped to cross?

Isn't the crossing the actual road surface though, not the pavement? IE they have to have their foot on the road?

not for zebra crossings as the pavement on either side is usually part of the actual crossing and different from the other pavement along the road

Its most likely anpr i the only other thing it could be is cctv if its an accident black spot ive seen black spot cameras on some a13 sites. It wont be anything redlight/speed related

I design and install traffic light junctions for a living :)
