set cpu voltage to normal,it then unlocks dvid (cpu offset for adjustment)
each loadline calibration setting will have a bearing on total load cpu voltages so be carefull not to overvolt
always keep first two dvid digits as 0 so +0.0xx amount,+ offset is to add voltage - offset is to undervolt the cpu from stock

I have cpu voltage set to normal and then adjusted the offset so it give me about 1.3v when read using cpu-z. All C states, enhance halt and EIST are enabled. Cpu multi is set to auto and I've adjusted the turbo ratio for each core to 48.
When I load cpu-z it just reads a constant 4.8ghz and max voltage. No volt or multi drop.
Is there a setting I need to adjust in Windows power options?

In the BIOS is somewhere to disable the speed control for the cpu fan, thinks there is normal, silent options as well as disabled.
Also I think you should have the pump in the cpu fan header and not the opt one.
Does the rad fans not plug into the H105 itself? sorry I havent actually seen one myself.
Edit, just seen your last sentence.
Try switching them over, and setting fan control to full speed and disabling anything that will try and slow it down or control it.
