Not sure if this should be in here or GD, but hopefully you guys can help! 
Things I can kind of remember about it (may or may not be correct):
- wasn't on any console
- mid-late 90's
- graphics were kind of like half-life 2 (but obviously poorer/more basic due to age!)
- courses seemed to be set in a kind of post-apocalyptic type environment (lots of half-broken buildings) with shortcuts you could take.
- it wasn't a track based racing game like TOCA of F1 would be
There were obstacles on the courses, like old buses and cars which you could knock out the way, or if you had a big lead slow down and manoeuvre it into the course to block the oncoming racers.
I looked on Wiki for a list of 90's racing games, but had no luck as it doesn't seem to be listed on there.
