Er didn't that change a while back.
You now need to follow the proper channels. Ignoring it could be costly

Scare tactics. Still the same from my accounts.
Ignore it, if you end up going court big whoop. There not going to fine you hundreds of pounds for a parking ticket. So therefore the companies won't bother 99.99% of the time. They do the odd one and lose to scare you and get the message out that they do go court and try it on sometimes.

Nearly a year ago now. You will get loads of threatening letters that change the fine and threaten debt collectors and court action. They are all rubbish...shred them too.

Depends entirely on the circumstances!
If you parked on private land with clear signage saying you weren't entited to then the land owner is perfectly within their rights to enforce this. If they've delegated responsibility for policing this to UKPC then they're entitled to come after you for payment.
Of course if you refused to pay then they'll have to pursue you through the courts as it's a civil matter and they may well not bother doing this but, OTOH, they might and would be entitled to do so.
We've had exactly this situation with parking at work and over-zealous enforcement by UKPC and have investigated the legalities of it in an attempt to get rid of it, without success.

Since the law changed, I would err on the side of caution and reply simply that their claim has been rejected.
If you like, write as a third person who says they are writing on behalf of you as they can't then be called as a witness by the claimant and their letter would be deemed hearsay if they tried. I also wouldn't worry about small claims court, it's actually an enjoyable day out and everyone should try it once.

I'd appeal. Once rejected ask for their POPLA code.
Appeal to POPLA and it'll cost them £26 or something.
On the off chance you lose at POPLA, ignore them unless they actually bother to take you to court.

Seriously i never get these post, if you parked somewhere knowing full well you have to pay to park there, why dispute a parking fine if you didn't pay for a ticket. Don't get me wrong the fines they impose are ridiculous - you wouldn't steal food from a supermarket and expect not to be fined if you got caught so why should not having a valid parking ticket be any different.
Because these aren't fines. They have no authority to fine you. Fines are punitive.
They can claim compensation for losses suffered. In 99% of cases they will have suffered no losses.
Secondly, losses where suffered are minimal and not £60 etc.
If you steal food they cannot fine you. Charge you it's value perhaps but can't just fine you an arbitrary amount.
Joe public cannot punish you. Only claim for costs incurred and they have to prove them.
Councils can fine you but that is because there are laws which give them that authority.

Regardless of all the points you make you have to agree that you simply cant just go an park anywhere you want, expect not to punished in someway shape or form for not complying with whatever rules are set for that place. The whole point of these fines is to ensure that you actually pay to park, after all i would rather pay say £3 for an hours parking than a £30 fine for not paying.
I agree the fines are excessive and i would argue that if i was fined but lets not forget that if i got a fine it would be for a reason - non payment or breach of the rules stated for parking there.
The thing that i find annoying with these parking threads is that people have done something wrong and expect to get away with it.
By all means argue and contest the amount of the fine but don't expect to get away with it !
It's not punishment, they can't punish, and stop putting a space before exclamation/question marks!

Call it what you want, punishment or not a punishment either way people who fail to abide by what ever rules are at these places to park should expect to be pursued for some monetary amount !
I totally agree but i disagree that people think it's acceptable to think they don't have to pay anything, it seems they think it's their right not to pay anything at all!
