Recommendations for a nice birthday high tea?

So its my girlfriends birthday soon and I know she loves her vintage 1920's sheek sort of thing and would really like to experience a proper high tea with scones and cup cakes etc in a nice surrounding. So I am after some suggestions on places I could tale her either in Edinburgh or Glasgow. I was thinking the Rigano just next to Merchant City but not sure if they do such a service or what the atmosphere/deco is like inside. Anyway somewhere special for a birthday treat.

It's a bit far out, but I'd personally recommend Inverlochy Castle.
That is one proper swanky place, with a Michelin star and the most awesome somellier (William).
Every time I go there, I seem to bump into Gerard Butler, too!
 
There are loads of Steam [heritage] Railways around the UK that offer various catering options including Afternoon Tea. Most of them pass some decent countryside too.
