Because here they can do what is banished at home - sleep with hookers and drink alcohol.
Not really an issue when a fine to them is comparative to how much change I drop down the back of the sofa daily.
It is an issue when they crash into someone else though.
in that instance I think the rule of swapsies should come into play xD

but they probably come to the uk because it's quite a muslim friendly country, access to halal meat at virtually every establishment etc.
How will anybody see you if you're up in scotland on the moors ? or driving round the welsh forests ?
You're completely misunderstanding why they do this. They come here to live for a month or two. They stay in expensive luxury hotels, they go shopping in knightsbridge and buy all the luxury and designer items they can't get back home. They meet with their friends, socialize and show off their latest acquisitions and see who gets the most attention from the carparazzi.
Its just that they bring their cars along with him while they do it.
It has never, and will never be about driving your supercar on good driving roads.
When you have as much money as they do, you can probably bomb around all day at Yas marina back home. They've driven their cars fast plenty of times. The holidays they have in London aren't about that.

Its not just muslim friendly, London has always been a massively multi cultural city. There are thousands of migrant communities there, as a result they don't feel out of place.
Like the comment in the article says though, they just want to get some sleep. Sure it would be fun for the first week, but after 3 solid weeks of never getting any sleep because of cars street racing outside your door in the summer until 3am, you'd have had enough too.
I think thats a little unfair to imply they all come here to sleep with hookers. But you certainly have a point that they can be more relaxed here, they can get away with many things in this country they would never get away with at home. What happens on tour stays on tour and all that.
When you're as rich as they are you just hand somebody a cheque and they fly it over here for you.
