Maximus Gene VII - speedstep not working?

I put a system today I got from overclockers, all appears to be working well other than speedstep will not run, it is enabled in the bios but it refuses to budge off the full speed.

Any ideas how to get this working? Its with a 4790k processor.

Cant see any solutions googling.

Is this a overclocked bundle from ocUK? i.e you bought it as it was meant to run at a higher frequency?

Or is it a bunch of parts you have put together yourself?

I put it together, ive just set it to defaults at the moment and it has started working again, i thought that might allow the fans to slow down but they are still very noisy so another purchase and some quieter fans will have to be in order.

you need to use cpu offset,it wont downclock in volts with a fixed cpu amount

Also. check Windows' power settings (Control panel-system-power options-change plan settings [on selected profile]) and set 'minimum processor state' to 30 or 40%.
If it's set to 100% the cpu will not downclock regardless of BIOS settings.

I use fixed vcore and speedstep works just fine. True, the voltage won't step down, but the speed will.

Also make sure you have C1E, and the other C-state settings set to Auto- disabling these can mess speedstep about.
