Guess the mystery garden item

So after purchasing our first house we have moved onto the garden. After having cleared out the mini forest, we've uncovered this item:

Can anyone suggest what it is?

Its very heavy, doesn't have a fill hole for water and appears to full of sand. I'm pretty sure its not a weight for a parasol.

I initially assumed that, but the multiple holes and lack of main 'hole' put me off.
