For me it depends on the breed of dog...

Labrador? Dog wins.
Golden Retriever? Dog wins.
Rottweiler? Dog wins.
Chiuahwah? Cat wins.
Pug? Cat wins.
King Charles Spaniel? Cat wins.
 
Friendly cats > friendly dogs > cats who run away from you (but one day might learn to just lie there and pretend to like it) > yappy dogs who bark but are too small/stupid to hurt > cats who hiss and growl > council estate staffies trained to rip your throat out.

If a cat is friendly, however, nothing is better. For a start dogs can't purr, which puts them at a huge disadvantage. Dogs are also normally willing to please - a little too much - which makes them "easy". Cats will often play hard to get, and the thrill of the chase makes you want them more.

Because people will fight to their death for what they think is the one and only choice available, anyone not following their idea / conformation are to be met with certain death.
