"Passive" PoE splitter for CCTV camera?

Probably not.

802.3at/af power is negotiated, and is 48v. I highly doubt your cameras take 48v!

100mbit lan only actually uses 4 of the 4 pins, your passive adaptors are probably just sending DC voltage down the other wires. I guess that might work if you had a power adaptor at the switch end (i.e you weren't powering it with the PoE switch)

So you need to turn PoE off?

Can you do it on the switch itself? Every PoE switch I've used has settings for each port.

No, I've just got a PoE switch then found out my camera doesn't do PoE itself (so the switch is a bit of a waste of time!). What I need is a way of separating the power and data that the switch is sending back out into ethernet and power the camera end.

I think what posts 2 and 3 are saying is that with the passive splitter the switch will send full power to the camera which will be too much for it.

It's not a problem as currently I have the camera running off an ac adapter in the loft anyway, but I thought that PoE would be a neater solution. But I live and learn :)
