LOL! Funny comments about the weapon states, just to clear it up:
When doing weapon drills the instructor can say, "with an empty magazine, load". You then place the magazine without round/bullets on the weapon and the weapon is now 'loaded'.
The next command is "make ready", this means **** the weapon and in effect put a round (bullet) into the chamber. The weapon is now loaded and made ready.
We aren't Yanks who routinely walk around with one up the spout!
So, the guardsman in question, his weapon is loaded, but not made ready (and as already mentioned, no rounds in the magazine) - but it is still effectively a loaded weapon.
