Aside from Mafia II, Fallouts (sort of) and xcom I can't think of any. I quite like the setting so do you know any others?

Omerta City of Gangsters? Also theres a rts simply called Gangsters and a sequel Gangsters 2, pretty old games now.

Oldschool... they made decent 16bit versions of the untouchables film. Older still, and a class act... Contact: Sam Cruise.

The Noir comic book setting, the first Max Pain kinda makes it feel that way.
