And die size, once you start hitting 450-500mm2 you're up against it as well. 980 is 400mm2, so they will only squeeze maybe another 20% out of it on this node.Silly thread
The top of the range full fat cards will always use around 250watts TDP give or take at bit.
The 970/980 are not top of the range, that will come later with full fat Maxwell packed to the eyeballs with extra transistors for max performance and a TDP around 250 watts.
The limiting factor with top of the range GPUs is cooling anything else is secondary.

Have you seen Papa John's prices. £25 for a pizza! Yet they are doing just fine. Sadly money isn't worth as much these days.

That is the thing though, many people will just want to plug their nice small, quiet, low power, low heat card into their computer and that's it.
I could imagine crossfire being a faff as well.
It would have to be a great price and offer fantastic performance for me to even consider it. If it only offers say 10% more performance than a 980, costs the same but you've got all the drawbacks to cope with, it won't be worth it.
Many people don't have loads more money to throw at a bigger power supply or bigger case. I could guarantee that there are a huge amount more people with set ups capable of housing and running 2 x 970's then there are capable of running two power hungry cards with AIO water coolers...
