Is my CPU Broken and too hot? (low power/high heat)

I have an i5 3570k @ 3.4 ghz and when playing a game the temps rise to 103c, a program i downloaded says the max is 105c so this seems way too high.

My second issue is the power, I've always felt like my fps in games were lower like my friend has a phenom 2 and 6970 but can almost get the same fps in archeage as me with an i5 and GTX 970, when i used the program mentioned above it says my I5 is only using around 35W at load and 13 idle, this can't be right? when it should be over 100?

Intel Power Gadget 3.0 is what I'm using.
 
It sounds like it is throttling due to a high temperature, something is definitely wrong if it's hitting 103C in games.

Is your heatsink installed correctly?
 
Yeah you should clean off the paste and reapply every time you remove the heatsink. If you have removed it in the past without doing this you have probably created a bad thermal paste conduction, causing your overheating.
 
This does sound to me like thermal limiting.

If you have removed the heatsink and not applied new compound that may be giving you the issues. If I ever remove a heatsink I will always apply new compound.

Also make sure you don't apply too much compound, this can cause just as many issues.

I've never applied it before and today will be the first time, i watched some videos and people put the paste and spread it over the actual heat sink so it was like 100% coverage, some people put 1 blob in middle and left it and others spread it over the entire cpu surface, which is best?
 
Blob is fine.
spreading it out has the chance to have uneven coverage and trap air.
Blob works great. there's a post with a review of them around here, Might have been frostdragon who did it.
 
And how should i remove the old paste? i don't have any alcohol wipes etc, i have some pc screen cleaning wipes lol will they do?

I would advise isopropyl alcohol/alcohol wipes.

You can use pc screen wipes to get the bulk of the paste then cotton buds, but you have to be wary of lint.
I use a glasses cleaning cloth from sunglasses to clean mine.
 
Bog roll should be fine.

No need to make it any more complicated than it is.

Yeah I normally use some bog roll with a bit of IPA.

With regard to applying the new paste, I am a fan of the small blob in them middle technique.
 
Nail varnish remover and kitchen roll/tissue has worked fine for me in the past, I think the last time I installed my CPU cooler I didn't even use any liquid product just wiped the old stuff clean with a kitchen roll. I guess it depends how old the last paste was though, as I've seen it quite dried on before.

Never had a problem with temps anyway, and my CPU is overclocked.
 
The fact it is downclocked to 3GHz from 3.4 just says to me that it is too warm and reducing its power consumption to reduce temperature.

Sort the cooling out first which I would say has a 95% chance of fixing the problem and see what happens then.

If it doesn't resolve it there are other avenues to explore.

ye i down clocked it myself to lower temp by 20c
