Idris Elba has let slip that both Loki and Heimdall have filmed for it. Possibly an after credits scene to lead into Ragnarok? As that is set immediately after AoU

He emerges from a peace keeping program put in place by Tony. Those crippled robots were a part of that program.

Backstory

Ultron.

On Reddit, the Ultron artwork revealed that he was a “simple computer program hidden among the ruines of the Chitauri invasion of New York.” It appears Tony Stark experimented with the artificial intelligence and ends up with the never-ending desire to destroy the human race.

Vision.

In the artwork profile for Vision, the artificial intelligent being is created by Stark and Bruce Banner to counteract and battle Ultron.
