Do Intel retail CPUs come with a heatsink?

Yes they do apart from socket 2011 cpus.

Have no idea why Intel chose to do this (over a £5 or less heatsink/fan)

Whether its a good or bad choice for overclockers, imo OCUK should make this clearer in descriptions (I believe this has been the case with a lot of Intel premium chips , I think another retail chip I got in the last few years also came without one, but for the life of me I cant remember which it was)

I think the reason was the first gen of 2011 socket CPUs drew a lot of power and ran quote hot, so they ditched the stock cooler to ensure the user went with a better option. OCUK were selling CPU and CLC bundles too (as Intel suggested there CLC line for the CPUs, obviously).

I think in the description for previous 2011 CPUs OCUK had listed that a stock cooler is not provided..

Its just a trend that continued. Beside the fact if I spent £300+ on a CPU a £5 stock cooler would be the least of my worries.

I'm thinking about buying a cheap Intel Pentium CPU retail (this one: http://www.overclockers.co.uk/showproduct.php?prodid=CP-497-IN) and wondering if it came with a heatsink? I couldn't see anything on the product page.

As others have said - yes. Also, several people have suggested the bundled one is rubbish. This is only really true for high power use situations which you'll not run into with what you're buying so it's absolutely fine - there are much better coolers out there but no real point for you I think.
