I don't know when you last spoke with Galax Ian but the tool has since been unofficially released to the public. However I should say after using it anything past 1.3v on the card creates instability on air.

It is available for download here on our owners thread over on overclock.net

Also there are other people on the thread reporting that the card is capped at 260 watts, and that it cannot go past 85-90% power usage. Editing the bios in MBT does not fix the limitation either. Does this mean there is a hard set hardware level limitation set on the card?

Sure the card is limited without XOC bios and Firmware for Xtreme OC.

Most Maxwell do not like more than 1.3v on air cooling so this is nothing new.
