What to do about neighbour filling recycling bin with general waste?

I live in a maisonette so we share the front garden with the flat downstairs. So we have a total of 4 wheelie bins, a general bin each and a recycling bin each.

Now I don't care that they use our bins sometimes but what worries me is that they throw general waste into both ours and their own recycling bins all the time, every time.

I caught him once and explained by pointing to the little pictures of cardboard and cans and demonstrating what he should throw for recycling and what he should throw into the general bin. But this guy not only doesn't speak English, he doesn't understand the concept of recycling/sorting or whatever.

I can easily ignore it, but then I feel bad about general waste being sent for recycling. Or i could inform the council, but then I feel bad about him them getting in trouble. Which is where I need OcUK's advice on how to proceed.

Carry on ignoring?
Inform the council?

I don't want them getting a fine or something because they are decent people, they just don't understand.

Just how bad is it to throw general waste in for recycling??

If you can't communicate to him, then ask the council if they can do something. Why would he get in trouble?

At the end of the day, if they're your bins then you're the ones likely to get in trouble if at all.
 
Depending on your council's attitude to recycling, you could get in trouble for putting general waste in the recycling bin (possibly even a fine). That would be my main worry.
 
Does your council have recycling leaflets available in his language? If not, I'd consider translating one in to his language.
 
Write your name on one recycling bin and one general waste bin.

Should at least stop him putting general waste in one of the recycle ones.

We don't have a recycling bin - We just put bin bags outside our flat door and they are collected daily by our building cleaning woman. Rent is a bit more but I used to hate sorting bins and things like them not being collected if they were slightly over filled
 
But why does the government want to us to recycle so much all of a sudden?

With this and their sudden interest in everyone having superfast broadband, i am getting suspicious.
 
Whether he speaks English or not, it's a pretty simple concept and he's just being lazy. I'd drop the council a line.
