I am looking to build a small form factor media pc to hook up to the tv.

Ideally it will be nice and quiet, lots of storage and can stream from the net.

That is all!

I'm looking to spend around 350-450 for the lot!

Do you need to consider WAF (the Wife Acceptance Factor) in this purchase? If so, maybe you could consider an Intel NUC such as this - it'll be easier to pass the WAF than a typical PC case.

If you bump up the storage to 128GB then it comes in at a couple of quid over £400, or you could get it with 256GB for bang on £450.

Completely agree with this, been running a NUC as a media PC with win7 and mediaportal for over a year now, great bit of kit, does the job just fine
 
How many hours of videos is the OP looking to store?

I would want to use it as a bit of a media server with a drive plugged in, or alternatively I will buy a NAS.

These do look really nice but I'm still undecided about self build or this. The compromise as I see it is going to be noise/always on/easy on the eye over power/gaming.

I will be pairing it with a decent projector and 120 inch screen so the temptation for graphics cards is high :)
