Quite a few public transport companies and services allowed bikes on, but usually off peak or non busy times.
It's a good idea, as bikes take up large amounts of space and block carriages, pushchairs not so much, besides the point pushchair is a necessity in many cases, much like a wheelchair, if you don't understand the need of a pushchair, then you've probably haven't got kids or ever experienced looking after kids.
Why can't you just cycle where you are going? Go clog the roads up and not the trains.

Does having kids remove your ability to chose when you travel?
I'm talking about commuter trains only, the ones where non folding bikes are banned. Not all trains, that would just be silly.
I'd argue a bike takes up less space as you can pprobably stack three or four bikes in the same space as one of those huge modern prams.
If you're talking 70's style fold up push chairs then that's a different story.
I'd also argue that bikes are more nessesary for commuting, and allowing them on trains at peak time would make a lot of people's commutes easier and cheaper,and would free up the roads a bit during rush hour.
As I mentioned above, why can't they use the train off peak?
It's an interesting and possibly controversial idea, but there is some merit to it.
