Mine sits at 51% too, not that I can hear it though.
I have to say I'm very suprised that so many peoples reaction to finding out that their Nvidia card might not perform quite as well as they were lead to believe is to immediately go and give Nvidia even more money by upgrading to a 980?
I imagine Nvidia are somewhat happy that this massive PR problem has seemingly resulted in a large increase in sales of their high margin flagship product!

Think I've tried pretty much everything to get it working
Psu is plenty good enough
reinstalled drivers
reseated card checked cables
latest geforce drivers
Ran cpu and ram at stock
Temps are good
can anyone think of anything else I can try?

Have you got both the 8 pin connectors connected....?
For me I just needed to reinstall the NVidia drivers over the top of the ones already installed, from my MSI 970, and all has been well - so far. It runs good in the small testing I have done.
What card did you come from and what exactly is the PSU...?
