Earthquake Russia

WASHINGTON, Feb 13 (Reuters) - The U.S. Geological Survey (USGS) said on Friday there was no earthquake in western Russia after earlier reporting on its website a magnitude 6.8 near the border with Belarus.

USGS Geophysicist Paul Caruso said the agency's sensors mislocated an earthquake that was taking place elsewhere. The Russia earthquake appeared on the USGS website while a series of strong temblors were taking place in the middle of the Atlantic Ocean, some 700 miles (1,100 km) south of Greenland. We just had a 6.1 quake literally 10 minutes ago. Debating whether to sit tight or head downstairs and go chill at 7/11 for a while.
 
What is the significabce of the size and colour of the circles, I thought it was to do with magnitude, but it doesn't seem to follow for all of them?

Size is magintude, larger size is more powerful. The colour seems to be how recent the quake was, with red being recent, fading to yellow as time goes by
