290x 8GB crossfire max everything at 4k?

You're not getting 16GB VRAM, you still have 8GB. The performance increase will be with each GPU rendering alternate frames.
 
I use a 295x2 and 290x and it can pretty much max things out with (that have a crossfire profile) at 4k.

The only thing I go easy on is high levels of MSAA, which you don't tend to need much at 4k anyway.

Obviously there's a few things (Shadows of Mordor: Ultra Textures) which would exceed the 4GB VRAM as well.
 
Having used 4x290X 4GB at 4K and 4x290X 8GB at 4K and finally QuadFire 295x2 4GB at 4K, given the choice between 2x290X 4GB and 2x290X 8gb i would pick the 8GB cards every single time without a second thought.
