Should I pick up the Ice breaker, I don't have any legendary Snipers and a lv28 hunter. Also can anyway give me an advice on what I should spend my vanguard mark/points on.

Yes get icebreaker one of the best sniper rifles in the game!
Use vanguard mark to buy legendary armour, once levelled u will be able to 31 providing u have an exotic too.
Anyone got NF to do on X1?

I'm lvl 23 on xbox one and I haven't used my mic since I bought it
add me TheDeadStarkDefinitely get Ice Breaker. I had two, and just decided now to buy a third so I don't need to bother with swapping between characters. It's not such a big deal now with the companion app, but needed something to spend my coins on.

I've got 12 exotic shards simply from sharding duplicates that have dropped for me, plus I spent quite a few on upgrading exotics I've maxxed.
No point in duplicate exotics when you can switch them so easily now.
I have trouble maxing one exotic never mind 3 of the same kind.

Vanguard commendations were brought in during the dark below content they are now needed alongside marks to buy gear and weapons from the vanguard in the tower. You get the first one when reaching level 3, however since you are already level 2 you should be able to buy legendary gloves and boots from them without a commendation these start at light level 24 and max at 33 so will likely take you past 25 immediately.
You should then be at a level to try the vault of glass raid not so much for the armour anymore as what you are buying is higher light level but you will need the mats they provide also its probably the best content in the game!
Alongside keep doing the bounties to get to level 3 and then you can buy chest or helmet as well.
Not sure what system you are on but we on X1 quite often take under leveled chars through the crota raid for a chance at level 36 light gear. Check out the raid thread to see when any runs are happening.
What level do you need to get into Crotas end? I'll happily Sherpa you through for the gear that will get you to 30 before it's uograded. Likewise Vault of Glass.....gf is away later this week so I will be rinsing every raid
