Off the top of my head... buy in another country. Then sell to a friend in that country and buy it back. Or just get a friend to buy it in the first place. Do used good still attract VAT when bringing them in the country?

You would still own the watch because you own the company. It is similar to houses. A huge number of very expensive homes in London are no longer owned by people and are wrapped in companies (not sure if tax laws have changed yet to fix that loophole). Or as pointed out above just buy it when abroad.
I would hazard a guess that wealthy people are such because they are prepared to use such vehicles (no pun intended)

30% VAT on very high value luxury items isn't that harsh when most of pay 20% of most things bar food, books and energy.

I'd like to see how they're going to cut any more from the Police.
They used to have a level called "Minimum Manning" i.e. the minimum number of police needed for an area. Now that the previous round of cuts have reduced the number of frontline police and they can't meet minimum manning, they've introduced "Critical Manning" levels. Which in our particular area, we are regularly under.
I'd like to see how they're going to cut any more from the Police.

They'll cut to to the level it gets completely out of control then some corporation (that their mates or they are on the director's board of) will come up with an idea to sell them Robocops and a Skynet. And we all know how that one will end.
