Is This Normal For My I5 4690k?

Just built my new pc with an I5 4960k and a Gigabyte Z97X-SLI m/b and have been checking things with CPU-Z. I see the core speed go from 800mz and up beyond 3,5 gb. Not having owned an Intel chip this decade, I would hope that's normal for the speed to be that low when idle and jump when under load.

Also, this cpu is supposed to be 3.5gb but I am seeing speeds of 3.9gb and I haven't tinkered with any overclocking. The only thing I did in BIOS was to select the XMP memory so I can use my 2400mz ram at that speed. Before I set it, the memory speed was only 1333mz. Now it shows at 2400mz.

I did a little test with Prime95 and had temps around the 70c mark. It might be normal but I am used to seeing temps around the 50c mark with my old AMD II chip

All perfectly fine.

The 4690K's standard clock is 3.5Ghz, though it has a built in 'turbo' function where it can increase the speed upto 3.9Ghz by itself.

When at idle it will downclock to very low frequencies and voltage, to save electricity and to produce less heat.

Temperatures are perfectly fine too, if you're reaching 70dc in prime95, then during gaming you'll get nowhere near that, probably more like 50-60.
