Best value E3 v3 Xeon?

I'm looking for the best cost/performance E3 v3 Xeon for a home server. I'm assuming the Quad-Cores with Hyper-Threading are the only ones worth looking at.

I've also read that the low power versions are pointless, as they all run at that power under a similar load?
 
I think I'd prefer integrated graphics for easy local management. I've seen the E3-1246 v3 for £227, but can't tell the difference between the 2013 and 2014 models

I think it's something like a 100mhz speed increase. It was a refresh when Devils Canyon came out.

Does anyone know if/when an updated model will come out with Broadwell or Skylake?
 
It looks like the first round of Skylake processors will be a bit of a back-step to gain some efficiency, with a second round set to increase performance in 2016, so I'd happily wait for a v4/Broadwell CPU if it's coming soon
 
Several 1080p Plex streams, some transcoding. Minecraft server. Dev and demo Web servers. Possibly a remote Developer environment too. Backups from various machines around the house. Possibly a git server. That's all so far...
