This is a bit weird from my new build.

I have got the Intel 5820k setup in BIOS at 3.3Ghz

Windows system info says 3.3 @ 3.6Ghz

Windows 8.1 Task manager says 3.6Ghz

CPU-Z says 3.3Ghz

Motherboard stat's say 3.3Ghz

Any idea what's going on with the CPU speed readings?

Crucial Ballistix Sport 32GB (4x8GB) DDR4 PC4-19200C16 2400MHz Quad Channel
 
3.3 is the base speed.

3.6 is the turbo speed when one core is being used.

CPU-Z will show the core speed correctly when in use.
 
Its normal.

Just trust CPU-Z and the core speed it reports.

Watch it during use.

It should drop down to 800Mhz (this may be wrong but it will certainly be under 2ghz) when idle (the vcore should also drop with this).

It should hang around 3.3 a lot of the time.

if you run SuperPi which is a single threaded application CPU-Z should show 3.6

CPU-Z/ BIOS still report 3.3 which is fine :)

windows task manager still hovering around 3.5 to 3.6ghz
 
In the BIOS turbo and speedstep dont work so its 3.3Ghz.

If you look at the Turboboost ratios it will say what speed it runs at as the amount of cores is used/increases.
