Guys am looking for a new GPU for my HTPC to replace my broken GTX 580
My HTPC is used for gaming & watching movies on my 1080p plasma

Here are some must haves
REF cooler (Due to being installed in a small case)
Quiet as possible (Due to being used in a HTPC)
Less power Power Consumption as possible (Due to heat output in small case)

The best GPU that don't seem to cost to much seems to be this
OcUK GeForce GTX 770 "NVIDIA Reference" 2048MB GDDR5 PCI-Express Graphics Card on offer at the moment

old picture of the inside of my htpc when it used used to have an gtx 275 installed

Can you recommend anything better ?

The only thing putting me off that GTX 770 is that it only has 2GB of vram :(

While playing GTA 5 and Dirt rally I noticed that both them games where using around 2850mb (2.85GB) with my 780ti's,but that was at 1440p so 1080p would use a lower vram useage

I don’t think your going to find a card that fits your exact criteria unless you get lucky and find something second hand.

Plus if this isnt going to be a workhorse gaming machine, than maybe the 770 will be adequate for casual stuff.

Edit

The 960 is another alternative. Slightly slower than the 770, but should have better driver support being newer, lower power usage and heat generation. Also will have better DX12 support than the 770. Only presuming this, but it's a good bet as it is advertised as DX12 compatible.

I've a 2 gig gigabyte 960 itx version and it's perfectly acceptable for my lounge HTPC @ 1080p, along with my 4160 i3 it's great. Yes 960 isn't best value but it works and extremely cool and efficient in a tiny case regardless of blower type or design.

If you really aren't too bothered on performance you could save some money and get a 285 for £140 but a 770 is much better than that and the 960

The 770 is slightly faster, but it's situational, some games the 285 wins, more often the 770 wins so I'd argue the 'much faster' but still the 770 is the faster cards.

Still, the 285 & 960 are the obvious answers to the OPs question - personally for his use I'd pick the 285 but if he wants nVidia then the 960 would be fine though it's worth mentioning that this too loses out to the 770 in most scenarios, and the 285 some too.

Some benches: http://www.gamersnexus.net/hwreviews/1790-nvidia-geforce-gtx-960-game-fps-benchmark-review/Page-2
(Taking a factory overclocked 960 vs reference 770 & 285 but the results seem to be reasonable enough for comparison purposes)

Yep as said before I'd take 960 for £10 more simply for the free game, but without the game I'd take 285
