Will GTX 970 bottleneck overclocked fx 6300?

That combo will be very good for 1080p. Yes you would get more fps with an I5K or I7K (game dependent) but it'll still be good.

Does your board and cooling allow a good overclock on the 6300?

That doesn't make any sense.

It's certainly not a good combo, it'll certainly bottleneck. But it's not worth jumping platforms for just yet.
 
The fastest of CPUs will bottleneck a 970 in some games, you can't avoid it.

It's a good combo because you would have a good experience playing games at 1080p. That's subjective though and just my opinion.
