It does look like brakes, I actually feared it was a driver unconscious at one time until I saw him trying to start it.

Odd, possibly steering? If he had no brakes I'd still expect him to make some kind of movement rather than dead straight.

He was pretty early into his stint. Shouldn't have been that tired.
