980ti throttling to 595mhz and stays there untill PC restart

This is happening even at the desktop, and it has been happening ever since I purchased the card. I have overclocked the card by 200mhz and I haven't had a single driver crash, artifact after many hours of gaming on Witcher, GTA V and other games. I have even ran multiple benchmarks overnight so I am fairly certain the overclock is stable. This just seems to randomly happen even when the card is not under load. Temps are fine never goes over 73-74c on load and stays idle at 30-35c.

I have done some research and it turns out other people are having this problem but there has been no solution as of yet. See

what you using to view the clocks?
hwmon says mine are 595 all the time, afterburner sometimes cocks up and says 595, but reload it and its fine - benchmark scores remain the same so its just a reporting error for me.

You can tell its 595 in games because I get below 30fps in GTA V and Witcher.

Change in nvidia control panel to performance (power management mode)

Already done that
