I'm sure they will have learned a lot about intercepting and filtering traffic, which is extremely useful to them these days, and simply used the good intention of porn filtering to protect children as the face of it, even though it's also trivial enough not to raise eyebrows.

Yeah I know it sounds like a conspiracy theory, but it's one that makes sense to me, especially after the revelations of the degree of communication surveillance in the past couple of years.
 
My point was I don't think the government spent millions of pounds, purely to block porn (and do it badly).

How many man hours (tax payers hours) of MPs time were spent on this, and how much do MPs get paid?
And how many hours of 'feasibility research' no doubt paid to 'consultants' out of the tax payers pocket went into this ?

To do what? Accomplish absolutely nothing.

but they haven't done any of that. they've just had the ISPs turn their existing child/family filtering options from off by default to on by default.

that's it. you had this exact service before by the settings on your computer/router.

I don't think it's just about blocking porn. Who gives a crap if anyone gets to watch porn at home. It's the act of designing and implementing and tweaking filters to recognise, identify and intercept/block/whatever. This is constantly evolving technology, and with the US/UK continuing to ramp up surveillance then I reckon this would have been a good exercise for research etc.
 
Considering GCHQ has a spy service that the Americans can only dream of, it seems logical that they would eventually move onto trying to control the UK web, it's the only option as they can't go any further.

They need to prove that their jobs are worthwhile so they don't get made redundant, so 'thinking of the children' is a contract they know will never be denied, and as you all know means they don't have to do bugger all apart from put a filter here and there half heartedly and their job is secured.

Yep it was blocked, the government, after countless consultations and wasting countless hours of tax payers money decided to force ISPs to block one single URL.

Hexadecimal facepalm.
