Mates PC, New GC wont post

SO a mate in the Netherlands bought himself a new card, (after I said this particular card would work in his system) and it doesnt pass post!

Mates PC

700w PSU (dont know brand, all I can say is its 80+ Bronze Certified)
MSI P67a-g45

New card is an AMD R9 390

He started off with a shiny new MSI AMD r9 390. It wouldnt pass post so I got him updating his Bios, ensuring he has both the power cables in etc etc the usual. Nothing was happening, the card was powering but the monitor had no signal, no caps lock, no pc beeps.

He sent it back to his local store and they confirmed it was faulty, He then got a replacement SAPPHIRE version of the card and this is doing the same?!

Hes tried updating bios, reseating the card, tried both PCI-E slots.

Anyone got any ideas for us? cheers

Has he made sure his bios is set to boot in PCI graphics and not CPU
 
Also make sure you update to latest MB BIOS first,use old GPU if you can so you can see what your doing,once updated install new gpu
