I was wondering how much do I need to spent on a computer which will play the GTA V , CS Go and so on, on full details (basically everything on max and on, 100% etc) vs very high with some options turned off ?

GTA5 is going to be the PC you want to base your spec on, csgo doesn't require anything special.

what budget do you have in mind? do you have anything you can use from your current build like OS, hard drive\SSD etc

what ress do you want to game at\what monitor do you have?

For GTA 5, at least 700 (just the PC), and that's for the selectively very high option, at 1080p. Realistically, closer to 1000. For CSGO you can make a lot of good builds with about 500.

GTA v,plays sweet as a nut imo, quad core CPU and a decent GPU and youll be fine,I manage OK with an old 7970 GPU and an i7 2700k cpu

What about MSI Radeon R7 260 GDDR5 1GB ? Will that graphic card will be sufficient for this games or should I upgrade it ?

That will still work, however the you won't be able to turn the graphical settings any higher. unless you have GPU with higher memory.

So my brother have the following PC:

AMD Athlon II x2 250 3.0 Ghz
ASUS M4A88T-M
2GB RAM
MSI Radeon R7 260 GDDR5 1GB
Corsair CX430

and I was thinking about upgrading it for about £500 (No OS, mouse, keyboard, monitor, secondary HDD and case as I already have those :D Tho 128/250 GB SSD is essential for the system.

so I was thinking about either:

1) upgrading the processor to stronger and better along with 16 GB of Ram
2) Just leave this graphics card and invest into new mobo, maybe put another MSI R7 260 GDDR5 1GB into Crossfire to increase even more power , Ram, power supply and processor.
3) Just buy new build ?

what's the best option here ?

My brother really wants to play the Witcher 3 but I don't know if after I upgrade his computer will be able to be able to pull this game + GTA V and CS Go on higher settings on 21" Monitor ?

You'll need a new board plus CPU as you'll be getting bottlenecks with pretty much most cards above the 270.
If you went for a card like the 290x a new psu is needed.
16gb ram isn't needed, 8gb would be fine.
Crossfire the 270 will be pointless due to the limiting 1gb ram.

I'd buy a new build.

An 1150 board, a Pentium K chip overclocked, new psu, 8gb ram and either a 280x or a second hand 290x. I think you'd be fine with something like that.

i3 4150 (90) + mobo (~55) + 6 gb RAM (40) + 970 (240) -> 425. Keep the case, psu & 2gb ram (if they are ddr3). Then you can also add a 120gb SSD for about 50.

You could opt for some 2nd hand stuff:

i5-2500K
1155 Motherboard, ideally P67 or Z77 so you can overclock
4 / 8GB RAM
290 / 280 / 79xx or 780 / 770 / 680

Would need a new PSU but would give you quite a decent amount of power for not that much money.

Well that used stuff is tempting but unfortunately I don't buy used electronics so I guess I would go with a new parts. What about just leaving that R7 260 GDDR3, Case, HDD's and just buy the rest ?

Can someone tell me how can I check if I have DDR3 in my computer ? Is there some programs like Everest Home Edition or something similar ?

Will I be able to pull Witcher 3 on it ? That is the main question here to be honest.
