Which backs up the point of legislators not having a clue I guess.

I doubt whether gluing your two way radio to the dash is going to make it any more/less safe than having it in your hand, especially if both systems involve you taking your hand off the wheel.

My guess would be that legislators weren't given a reason to consider it. Few people have two-way radios in their cars.

It's finally confirmed now:

Top Gear host Jeremy Clarkson yesterday confirmed he and his team are to launch a show on a rival channel. And co-star Richard Hammond fuelled speculation they have signed up to US streaming service Netflix with a quip about America.

The pair were appearing with James May on the first night of their tour Down Under.
During the live show in front of 15,000 people in Perth, Jeremy said he’d found a new TV home but refused to name it.
Richard then nearly let the cat out of the bag while being teased over his US-style pronunciation of the letter “Z”.
Jeremy joked, “You’re not in America” and Richard replied, “Not yet” to audience laughter.
The 90-minute show opened with an 007-style film clip that made a nod to Jeremy’s sacking.

Worth noting that although they have confirmed a new show they haven't confirmed a channel just hinted at America and fueled the Netflix speculation. But how crazy would it be if they were the new cast of Top Gear USA? lol.
