What a terrible morning!!!

Decided to format my PC and install a fresh copy of Windows 10 which installed fine and booted fine after downloading updates is where it all went wrong. Once rebooting to install updates it would display the BIOS Splash Screen/Complete BIOS after leaving it to load Windows I was presented with a constant black screen thinking the install perhaps had corrupt I reinstalled Windows 10 and the process repeated itself. Therefore I reinstalled Windows 7 and yes you guessed it the process has yet again repeated itself.

Now I have removed the GPU completely which is a 290X and i am able to boot into windows with an image displayed which leads me to believe this is some sort of driver conflict?

Im pretty lost of what to do next so any advice would be hugely appreiated.

May be something to do with Windows update forcibly installing the 15.2 drivers over your current ones? It seems to be a know issue, not sure whether they fixed it on release.
 
It's something to do with a registry key still be set to 'run-once' and overwrites the drivers you put on. (apparently).
