HotS dosn't need dual card setup lol. Its requirements are low and can easily get high FPS on high settings.
All Blizzard games are entirely CPU dependant, and terrible with multi-gpus.
Even with my setup I can droop into the low 30's and sometimes even lower depending on the raid of amount of people in PvP.
I am sorry but if you cant run hos on one gpu you need to think about upgrading....
On extreme settings in 1080p I run around 110fps single card on a 980 with Hydrocopper BIOS going around 1500/2000.
When things get busy my FPS drops crazy.
That's your CPU buckling under the strain of calculating all of that AI, strategy games for years are notorious for this (try Supreme Commander if you get a chance).

It's built on the SC2 engine with the same logic around client-side deterministic pathfinding etc and with the same performance profile so it is much more limited by CPU & network than by GPU so working on multi-GPU support would be pretty pointless. It's not a strategy game, it's five a side PVP MOBA
