Have you tried a working card in the top? Could be the port itself and not the card or possibly both.

Whats leaking? the blocks or the tube? How have you got them connected? by tube or by block?

The top card isnt working .
Whislt removing the cards earlier today noticed some coolant lq on the top g card cartridge (bit where joins with pcie slot).
