My 18 year old daughter (youngest) decided she wants to learn to drive so she went on the .Gov site to see what ID is required to send with the application and duly sent those (Original) documents with the application.

Envelope was sent Special Delivery with a SAE (recorded del) for safe return.

About a week passes.......

Postie knocks on door with said return envelope.

Eager daughter rips open letter to find it's all been returned without a Provisional Licence because

Her Birth Certificate is not proof she's really real !!
Her government issued ID card, Y'know, the one with the same passport pic as on the Licence application and as per list of acceptable documents is magically Unacceptable !!

She's not married so no Marriage Certificate
She lives at home so no Utilities Bill
She's never been abroad so no Passport

In fact the only factor to save her is she has just started a job (Been at College) and has now (just) got a wage slip !!

So now another £8 lighter we send the whole bloody shooting match back

You couldn't make this crap up

You can use a UK birth and adoption certificate, but you must send it with one of the following:

National Insurance card or a letter from the Department for Work and Pensions (DWP) showing your National Insurance number
photocopy of the front page of a benefits book or an original benefits claim letter
P45, P60 or pay slip
marriage certificate or divorce papers (decree nisi or absolute)
college or university union card, school record or PASS CitizenCard

I'm going to guess this is a PASS card which is acceptable in the bit you quoted.

she ain't missing anything. everywhere is just as rubbish as here. :D
 
Yep, I remember applying for a job once, and my birth certificate (original) wasn't deemed proof of identity.

My mind was boggled.
 
My first job wouldn't accept my short birth certificate had to get a full copy sent out.

Not quite sure I understand why this puzzled you so much.

I'm currently in possession of someone else's birth certificate - does that mean someone should accept that as proof that I am them?

A birth certificate despite being a controlled document, is not a great example of proving your identity at all. It would be a bit naive to assume that the person holding it was always the person whom it belonged to. This is the reason why many places like to see two or more forms of identification and usually one of those being one which includes a photo (eg, driving licence or passport).
