Actually they can be a lot more accurate than chest straps. dcrainmaker has some good articles on them.

Depends on the conditions. Under heavy exercise optical devices struggle.

most tests are on the sensors not the watches. a quick goggle of comparisons in the watches has most of them over 50-sevealy% percent out when it comes to heavy activity.
