WIN THE POWERCOLOR DEVIL 13 390X2 16GB worth £689.99!

Man, I remember when I bought my 780 and I thought 3GB was a HUGE amount of GPU memory. Funny how fast it is rising these days.

I am pretty sure excluding those who don't use Facebook is illegal:

The link actually says the opposite of your point (in a very confusing way).

If a competition relies on chance it may be considered a lottery and could be unlawful.

Your competition could be classed as relying on chance if it does not prevent:
a significant proportion of people from taking part

i.e. You should prevent a significant proportion of people from taking part in order to prevent it from being classed as relying on chance. Although I think it's mainly talking about preventing people through skill rather than just an arbitrary question of whether they use facebook.

regardless, when you look at the full requirements it's pretty clear that any prize draw that is free to enter is exempt from these regulations.

Free draws
4.1 As stated in paragraph 2.4 above, an arrangement is a lottery only if the participants are
required to pay to enter. Therefore, free draws always have been and remain exempt from
statutory control.
