Does anyone know a good video editing software that does not cost a ton of money?

Depends what you want to do and how much you have to spend.

I love Premiere, it's incredibly easy for your basic chopping, transitions, etc. plus has the power to go further than that if you want to spend some time learning it.

But, it's fairly expensive, especially if you're not editing all the time.
 
Hasn't Windows Movie maker been kinda dropped now?

I use Premier Pro myself so will show him Elements, what he needs to do really is create one project as a template and then use that as the base for all the others.

Movie Maker is still there for download if he wants a play and Elements he can try before buying.

There's loads on Linux. Lightworks is one I know from Linux, as far as I know it's also available on Mac and Windows. Offers a free and paid for version, not sure of the differences though.
 
My biggest gripe with premier pro is it's uncanny ability to completely crash if you try import a video it doesn't like, you have to convert everything first.

Corel Videostudio is pretty cheap, may be worth trying the free trial.
